ERC: North Macedonia, Serbia, and Moldova record most notable reform momentum, Energy Community reports on 2025 achievements

Skopje, 14 December 2025 (MIA) - According to the Energy Community, North Macedonia, along with Serbia and Moldova, recorded the most notable reform momentum in 2025 in the energy sector. The latest annual report, monitoring reform implementation in member states, highlights that “North Macedonia and Serbia have proven that effective application of EU legislation on electricity market integration, as well as coordinated system operation and management to secure supply, is possible, supported by their tangible progress in electricity market reforms,” as reported by the Energy Regulatory Commission (ERC) on Sunday.

In the section dedicated to the ERC, the Vienna-based Energy Community highlighted the regulator’s proactive role in implementing the Energy Law and monitoring compliance with unbundling.

“The report notes the execution of legally defined competencies regarding unbundling monitoring and regulatory actions through the approval of transmission and distribution tariffs, annual maintenance plans for MEPSO, OPS, and distribution companies, as well as a five-year development plan for ODS. Gas distribution network rules have been adopted,” the ERC notes.

According to the report, a dedicated section covers legislation and regulations that enhance resilience and the management of cyber risks.

“Cybersecurity rules adopted by the ERC have been implemented since June 2023. The ERC approved investments for companies to start implementing the ISO 27001 standard, while the report also records the establishment of the National Council for Digital Transformation and the adoption of the Law on Security of Network and Information Systems,” it reads.

According to the Energy Community, the main challenges for its member states and the EU at large are the practical application of network rules, transparent capacity allocation, and the transposition of new regulatory frameworks. The ERC, however, states that full implementation of network rules across the EU by August 2026 is anticipated to strongly promote regional market integration.
