Ukraine talks move into their next stage in Miami

Berlin, 20 December 2025 (dpa/MIA) - Negotiations on a peaceful solution to Russia's war against Ukraine after almost four years since Moscow's invasion enter their next round on Saturday.

Following talks between leading European countries, the United States and Ukraine in Berlin last Sunday and Monday, US negotiators now want to discuss the results with Russian representatives in Miami, Florida.

A few days ago, a high-ranking US official announced that they wanted to meet in working groups. Military representatives are also expected to be present. The United States sees itself as a mediator in the conflict.

Ukrainian and European government representatives are also expected in Florida.

US media has reported that a meeting is planned with US President Donald Trump's special representative for Ukraine, Steve Witkoff, which representatives from the United Kingdom and France are also expected to attend.

The negotiations focus on two key issues: security guarantees and territorial issues. According to all sides, progress has been made on the planned guarantees in the event of a ceasefire.

The Europeans made an offer to set up a "multinational force" with the support of the US to ensure security on land, at sea and on the ground in Ukraine.

For his part, Ukrainian President Volodymyr Zelensky seems to have resigned himself to the fact that his country's accession to NATO is currently unrealistic.

The most difficult issue until the very end is likely to remain the territorial question. One of Russia's core demands for a ceasefire is that Ukraine surrender the cities in the eastern Donetsk region that are strategically important for the country's defence and which Russia has not yet been able to capture.

Zelensky rejects what he calls gifts to the "aggressor state" and refers to the country's constitution, which does not allow the cession of territory.
