Montenegro closes five negotiating chapters in its EU accession talks

Zagreb, 16 December 2025 (Hina/MIA) — Montenegro closed five negotiating chapters in its EU accession talks in Brussels on Tuesday, moving closer to its goal of closing all chapters by the end of next year.

At an intergovernmental conference, Montenegro closed Chapter 3 (Right of establishment and freedom to provide services), Chapter 4 (Free movement of capital), Chapter 6 (Company law), Chapter 11 (Agriculture and rural development), and Chapter 13 (Fisheries). This brings the total number of closed chapters to 12.

The Montenegrin delegation was led by Prime Minister Milojko Spajić, while the EU was represented by Danish Minister for European Affairs Marie Bjerre.

Later on Tuesday, EU ministers for European affairs may also back the creation of an ad hoc working group tasked with drafting Montenegro's accession treaty.
