Siljanovska-Davkova backs termination of caretaker government, urges dialogue

Skopje, 24 April 2026 (MIA) - President Gordana Siljanovska-Davkova said Friday she sees previous amendments to the Law on Government which introduced the caretaker government as a mechanism as unconstitutional and backs the Government’s proposal to terminate the caretaker government after the next elections, but emphasized that its termination, just as its implementation, must be the subject of dialogue. 

“In my view, the amendments to the Law on Government which relate to the caretaker government were and still are unconstitutional. In fact, the very text of the law states that the caretaker government would function in 2016. We extended its functioning beyond that. Of course, there are caretaker governments in the world, but not of this type. Caretaker or technical governments are governments of experts, of bureaucrats. Why? To guarantee fair and democratic elections. The essence of the amendments to our Law on Government actually mean non-technical functioning, because politicians cannot function in a technical capacity, instead we have political governments presented as a guarantee to ensure fair and democratic elections,” Siljanovska-Davkova said.

The President said she would sign the amendments terminating the caretaker government into law if adopted, but, she said, she would like to see them being discussed to identify the good and bad sides.

“I have on many occasions heard that it is necessary to put an end to the caretaker government. The Constitutional Court can confirm that this is an unconstitutional solution, but I think it wouldn’t be bad to see it being discussed the way it was when it was adopted,” SIljanovska-Davkova said.
