Slovenia to recognize Macedonian drivers’ licences without practical test

Ljubljana, 26 November 2025 (MIA) – Slovenia approved changes to the Drivers Act, which will allow residents who hold drivers' licences issued in North Macedonia, to exchange the licence for a Slovenian one without re-taking the practical driving test.

This decision enacted on Tuesday, represents a significant relief for Macedonian citizens living and working in Slovenia and also applies to holders of drivers’ licences issued in Bosnia and Herzegovina, Serbia, Montenegro, and Kosovo.

The amendment would allow holders of valid licences from North Macedonia, who have registered their residence in Slovenia to exchange their license without taking a practical driving test. The exchange would have to be completed within one year of registration of residence. Drivers would still have to show proof of physical and mental fitness to drive.

Sandra Gazinkovski, representing the sponsors of the law from the Freedom Movement party, clarified that the objective is not to create privileges but to remove unjustified administrative barriers.

"This is an administrative barrier that complicates hiring processes, adding unnecessary costs, waiting, and extra tests for people,” Gazinkovski explained, pointing out that the measure will make life easier for foreign workers.

However, the opposition was against the law, saying the change might affect safety on the roads.
