Macedonia has more prosecutors than some EU members: report

Skopje, 18 November 2025 (MIA) - In 2022, North Macedonia had 8,5 public prosecutors per 100,000 inhabitants, with the number increasing to 9,2 in 2024, shows the latest evaluation report of the European Commission for the Efficiency of Justice (CEPEJ).
The 2024 figures bring North Macedonia closer to the European average of 11,2 prosecutors per 100,000 inhabitants, of the 44 countries covered by the CEPEJ report.
The number of prosecutors per 100,000 citizens varies significantly, from 3,2 in France and Ireland, 7,7 in Germany, up to about 24 in Bulgaria, Latvia and Moldova.
In regional terms, Greece has 5,7 public prosecutors per 100,000 citizens, Albania - 7,2, Slovenia - 9,8, Serbia and Bosnia and Herzegovina - 10,4 each, Croatia - 16,2, Montenegro - 16,6 and Bulgaria - 23,9.
The difference in figures is due to the fact that 15 member states and one observer State (Israel) have other staff with duties comparable to those of prosecutors, providing support to the latter.
"In Italy, the 'Vice Procuratore' assists prosecutors with hearings on minor offences, case law studies and the preparation of requests to discontinue a case. In France, 'délégués du procureur' are responsible for implementing alternative measures to prosecution and summary criminal procedures (ordonnances pénales), monitoring the enforcement of sentences and participating in the local crime prevention policies," reads the report.
In 2022, for every 100 prosecutors, there are 35 staff with comparable functions in Austria, 19 in France, 20 in Monaco, 23 in Ireland, 76 in Italy, 361 in Malta, 24 in the Netherlands and 25 in Switzerland.
The 2024 Report of the Council of Public Prosecutors shows that 371 job positions were filled out of the available 1,126, meaning that North Macedonia had 20,1 staff per 100,000 inhabitants in the public prosecutor's offices, higher than the EU average (14,7).
