Ambassador Rokas to present EC Progress Report in Parliament

Skopje, 4 November 2025 (MIA) - European Union Ambassador Michalis Rokas will present the European Commission's Progress Report on the Republic of North Macedonia in the Parliament on Tuesday.

North Macedonia has made significant progress in implementing the reforms outlined in the Reform Agenda, as confirmed by the disbursement of two tranches of funds as part of the Western Balkans Growth Plan, states the Progress Report that the European Commission is set to officially publish later today.

“The [Macedonian] authorities continued to work on implementing the rule of law roadmaps, public administration reform and the functioning of democratic institutions, as well as the Action Plan for the protection of minorities,” states the Report.

However, the Report also notes that the country needs to intensify efforts to uphold the rule of law, particularly the protection of the independence and integrity of the judiciary, and to strengthen the fight against corruption. It assesses that the country has made “limited progress” in judicial reforms.

As a positive development, the Report points to the establishment of the council for cooperation between the government and civil society, and notes that the country has achieved some progress regarding pluralism, media freedom, and freedom of speech.

In the document, the European Commission states the country is fully aligned with the European Union’s Common Foreign and Security Policy, and that it is one of the countries that have joined the Common Transit Convention, which aims to facilitate faster cross-border movement of goods.

The Report reiterates the need to implement signed bilateral agreement in good faith by all parties, including the Prespa Agreement with Greece, and the Treaty of Friendship, Good Neighborliness, and Cooperation with Bulgaria.

It is also notes that the constitutional amendments aimed at including citizens who do not constitute a majority, such as Bulgarians, in the Constitution have not yet been adopted, despite the country having committed to doing so.
