Ministry begins withdrawing laws on administration from parliamentary procedure, aims to improve them through public debate 

Skopje, 12 July 2024 (MIA) - The Ministry of Public Administration has begun the procedure of withdrawing the draft-laws on civil servants; on public sector employees; and on professional development and training for civil servants. The Minister of Administration, Goran Minchev, said on Friday the goal is to draft better solutions that will be practically applicable and ensure that all affected parties benefit.

At a media briefing, Minchev said a wide public debate would be held on the legislation and voiced hope they will be adopted and enter into force as of January 2025, as initially planned.  

With the new legislation, according to Minchev, an agency on professional development and training for civil servants will be established for the first time. He said they are still discussing whether the agency should be a part of the Ministry or the Government.

“All good solutions that are already a part of the laws will remain, but I think it is necessary once again, through a transparent and consultative process, to adopt sustainable laws that won’t be just aesthetic changes, but will also be systemic and adapted to respond to the new challenges with the goal of creating a professional, non-partisan and motivated public administration, in line with the SIGMA Principles of Public Administration,” the Minister said.  
 

At a press conference after the briefing, the Minister stressed that the establishment of the Ministry of Public Administration is a key step towards a more efficient and transparent Government.

“Its creation is a strategic response to the current challenges regarding bureaucratic inefficiency and lack of transparency. By centralizing the administrative reforms under a dedicated Ministry, which is the Ministry of Public Administration, the Government aims to create a more responsible, efficient and transparent public sector,” Minchev said.
