Parliament passes Law on Judicial Council

Skopje, 29 December 2025 (MIA) – Parliament at Monday’s 79th session passed the Law on Judicial Council with 73 votes in favour and one in abstention.

The legal amendments aim to remove the detected shortcomings in the existing legal framework and to provide a more functioning, transparent and accountable Judicial Council.

The legislation includes key novelties, namely transparency of the procedure for dismissing the Judicial Council head, more concise criteria for the election of “renowned legal expert” and the introduction of public debate in the election of candidates for non-judicial members with the purpose of increasing transparency and accountability.

Also, the law aims to strengthen the criteria for the selection, responsibility and dismissal of members of the Council from the ranks of judges, clearly specifying the procedure for disciplinary liability of judges, but also of members of the Judicial Council.

A key novelty is also the establishment of an obligation for the Judicial Council to specify, individualize and explain the decisions for the selection and determination of liability of judges, determining deadlines for taking actions for disciplinary liability of judges, as well as specifying the grounds and procedure for appealing against the decision of the Judicial Council and numerous other solutions for improving the overall legal framework in accordance with the European Union recommendations.
