E-Inbox and service terminals - new tools to facilitate communication between the state and the citizens as part of SMART/MK 2030

Skopje, 19 December 2025 (MIA) – As part of the National ICT Development Strategy – SMART/MK 2030, two new digital tools were presented Friday, designed to accelerate the communication between the state and the citizens, namely e-Inbox and digital service terminals. These tools are part of the strategy for modern, transparent and efficient digital state, founded on four key pillars – infrastructure, digital skills, e-management and innovations.

Speaking at today’s conference “Transforming the future: A digital strategy for a modern society”, Minister of Digital Transformation Stefan Andonovski highlighted the essence of the national strategy, its logic and implementation saying it is based on four pillars aligned with the European Digital Decade.

“The strategy connects infrastructure, people, institutions and the economy in a coherent system,” said Andonovski adding the objective is efficient, available and European digital state.

The first pillar involves modern ICT infrastructure and connectivity, a precondition for equal approach and economic development. The focus is on high-quality broadband network, 5G connectivity and closing of the gap between urban and rural areas. The second pillar involves people, because digital transformation would fail if the citizens couldn’t or didn’t feel safe to use digital services. 

“Digitally legitimate citizens are strong citizens,” noted the minister adding it is an investment in human capital and resilience to cyber risks, disinformation and abuses.

The third pillar involves e-management and digital public services that should enable more efficient, more transparent administration requiring less red tape.

“Here, digitization is no technical measure, it’s a tool for better governance,” said Andonovski.

The fourth pillar involves businesses, innovations and new technologies considered the driving force behind competitiveness and productivity with a clear ambition to integrate artificial intelligence and data in economic development, to increase digital maturity of companies and to support startups and innovations.

Minister Andonovski announced two key projects aimed to accelerate digital transformation. The first project is e-Inbox, a centralized platform for safe and legally valid communication between the state and the citizens, available at uslugi.gov.mk. Via e-Inbox, the citizens can receive official documents, notifications and certificates directly in their digital profile.

“This is no ordinary e-mail, it is a system based on eIDAS standards with strong identification and encryption,” said the minister.

The second project is service terminals – digital 24/7 kiosks that will be installed on busy locations across the country. Using the terminals, the citizens will be able to identify with an ID or passport, to access the e-service portal, to make payments and to obtain documents on the spot.

“Digital transformation is no abstract reform, it is practical improvement of the daily relationship between the state and the citizens,” Andonovski said concluding that with SMART/MK 2030 the country is laying down a clear vision for a modern, transparent and European management.
