Parliament committee adopts conclusions from public debate on road traffic safety
- The Parliament's Committee on Political System and Community Relations adopted Thursday ten conclusions from the public debate on the need for legislative changes towards enhancing road traffic safety, which took place on February 7.

Skopje, 20 February 2025 (MIA) - The Parliament's Committee on Political System and Community Relations adopted Thursday ten conclusions from the public debate on the need for legislative changes towards enhancing road traffic safety, which took place on February 7.
The list of conclusions that was unanimously adopted is the following:
1. Reducing the number of traffic misdemeanors and crimes against traffic safety through responsibility and awareness raising among all traffic participants and elimination of impunity for perpetrators;
2. More severe penal policy through amendments in the Criminal Code, Law on Misdemeanors, Law on Road Traffic Safety, Law on Enforcement of Sanctions and their alignment by the end of 2025;
3. MoI to accelerate activities for full and efficient implementation of the Safe City system that ensures automatic filing of traffic violations by the end of the year;
4. Intersectoral strategic action plan to accelerate activities for networking between the MoI and courts/prosecutor's offices, thus ensuring faster communication and reducing the possibilities for abuse of the system;
5. Courts to do their work based on the law while highlighting impartiality, fully applying provisions and fines in line with the severity of the violation, and take into account measures that could be applied for prevention of their repeat;
6. Competent institutions to ensure stricter control of driving schools and continued education of instructors;
7. Competent institutions to ensure stricter control of vehicle inspection centers;
8. Preventive measures with a draft-action plan for their realization, and the National Council for Road Traffic Safety is urged to enhance its activities towards raising the public awareness, while highlighting the personal responsibility of every individual;
9. Stimulating education-prevention measures in kindergartens and schools regarding traffic culture and violence prevention;
10. Media to consider the importance of education programmes and content as measures to prevent violent behavior in traffic and all aspects of daily life.
The conclusions will be forwarded to the Government, the National Council for Road Traffic Safety, the Agency for Audio and Audiovisual Media Services and all participants in the public debate, and published at the Parliament's website.
The public debate was initiated after the death of Frosina Kulakova, 22, who was killed while crossing a Skopje boulevard by Vasil Jovanov, who was driving while being under the influence and without a driver’s license. The 20-year-old man, who had been already charged with reckless driving and possession of drugs, has been ordered 30-day detention. Thousands of citizens have rallied at several peaceful protests honoring Frosina Kulakova. Protesters demanded justice for Frosina and all other victims of traffic accidents.
