Minister Minchev and Slovenian counterpart Franc Props sign cooperation memo in field of public administration

Skopje, 4 April 2025 (MIA) – Minister of Public Administration, Goran Minchev, and Slovenia’s Minister of Public Administration Franc Props signed Friday a memorandum of cooperation, strengthening bilateral cooperation and opening a new chapter in the exchange of experiences and best practices in the public administration.

At a press conference following the memorandum signing, Minchev highlighted that this is the second such memorandum signed with a country from the region and the first with an EU member state, which is an important step toward the country’s European integration.

“We aim to establish a modern, effective and transparent public administration that works for citizens and businesses. This memorandum not only allows us to learn from Slovenia’s best practices but also fostering cooperation that lead to improvements in the public sector,” Minchev said.

As he noted, the memorandum outlines joint efforts in several key areas, enhancing human resource management by applying the best European practices in selection, training, and development of administrative staff, as well as strengthening the professional growth of civil servants through joint training sessions and the introduction of modern educational programmes.

Moreover, the memorandum also includes support for quality management in public administration through modern tools for performance measurement and institutional efficiency improvement, the development of innovative digital solutions to enhance access to public services and automate processes, alignment with European standards by harmonizing the legal and institutional framework with EU regulations, as well as monitoring reforms and evaluating them for better policy planning and adaptation based on real needs.

Minister Minchev voiced his belief that this partnership will deliver concrete results in modernizing public administration and stand as an example of effective regional cooperation.

Minister Props, speaking at today’s press conference, confirmed Slovenia’s support for the reform efforts in our country.

He highlighted that the exchange of experiences from Slovenia’s administration could greatly aid in implementing European reforms.

According to him, this memorandum represents a significant step in the European integration process and the development of a more efficient and transparent public administration, benefiting both citizens and the economies of the two countries.
