Portland, Oregon, sue to block Trump's planned military deployment

Washington, 29 September 2025 (dpa/MIA) - The city of Portland and the state of Oregon have filed a lawsuit seeking to block a military deployment announced by US President Donald Trump, Oregon Attorney General Dan Rayfield announced Sunday.

The complaint was filed in an Oregon court against Trump, Defense Secretary Pete Hegseth and Homeland Security Secretary Kristi Noem.

Oregon emphasizes its sovereign authority over law enforcement and the National Guard, which in most US states reports to the governor rather than the president.

The lawsuit challenges the federalization of 200 Oregon National Guard troops, arguing that using them for civilian law enforcement would violate the law. A similar federal deployment in Los Angeles was recently blocked by a California court.

On Saturday, Trump had called on Hegseth to "provide all necessary Troops to protect War ravaged Portland, and any of our ICE [Immigration and Customs Enforcement] Facilities under siege from attack by Antifa, and other domestic terrorists," in a post on his Truth Social platform.

The president sent troops to Los Angeles in June, citing alleged unrest and resistance to ICE agents, whose operations against undocumented immigrants have frequently sparked protests.

Trump has also deployed National Guard troops to Washington and announced plans for a deployment in Memphis, Tennessee. He has repeatedly threatened to send the National Guard to Chicago as well.

National Guard members are not full-time active duty military personnel, but a part of the army that can be deployed by the federal government or by a governor, often to help with disasters in states.
