SEC adopts Code and Instructions for observation of presidential and parliamentary elections

Skopje, 27 February 2024 (MIA) - The State Election Commission (SEC) adopted Tuesday the Code on observation of presidential and parliamentary elections and the Instructions on observation of elections and electoral proceedings.

SEC member Boban Stojanoski said the goal of the Instructions for the observation of elections is to provide guidelines on the manner of accrediting observers and administering the observation of the elections and the electoral proceedings.

"Domestic and foreign organizations registered at least one year prior to the elections, which statute incorporates the principle of human rights' protection, are entitled to apply for an observer status. International organizations and representatives of foreign countries can also apply for an observer status. Applications are filed at least ten days prior to Election Day," said Stojanoski.

SEC member Boris Kondarko referred to the Code, namely who can observe elections and the application procedure.

"This includes domestic associations and foreign organizations registered at least one year prior to the elections, which statute incorporates the principle of human rights' protection, other international organizations and representatives of foreign countries. The Code includes observation rules, what authorized observers can and cannot do, and their conduct during observation. They should observe the Electoral Code provisions, SEC instructions, be impartial in the performance of their duties. They cannot be biased towards election authorities or candidates, affect electoral processes or voters, support a party, coalition or a candidate, wear designations of a party, coalition or a candidate. Authorized observers must wear a badge issued by SEC and personal identification documents, and should base their conclusions from the observation on documented facts," said Kondarko.
