Explanatory screening resumes with second cluster
Skopje, 7 October 2022 (MIA) – The explanatory screening resumed in Brussels on Friday with the second cluster – Internal Market and specifically Chapter 4 – Free Movement of Capital. Secretariat for European Affairs (SEA) State Secretary and Deputy-Chief Negotiator Drita Abdiu Halili said the country has made series of changes regarding the alignment of the national legislation with the EU Acquis in the field of free movement of capital. Free movement of capital represents one of the fundamental pillars of the EU alongside movement of goods, people and services. It involves a broad specter of policies that ensure increased prosperity, economic well-being, new jobs and free movement of capital, SEA said in a press release. Explanatory meeting on Chapter 1 – Free Movement of Goods and Chapter 3 – Right of Establishment and Freedom to Provide Services will take place on October 10. The explanatory meetings on the first cluster “Fundamentals”, including the rule of law, good governance policies, public administration reforms and management of public finances, ended on September 27. The bilateral screening with the EU is set to begin on November 8 and take place in parallel with the explanatory one. The former relates to updating on EU legislation since the last explanatory screening in 2019, whereas the latter focuses on North Macedonia’s presentation of its degree of alignment with the Acquis, calendar of future alignment, as well as the manner of building institutional, administrative and other capacities for the purpose of proper implementation of European standards. The screening process was launched on September 15 and it is expected to finish by November 2023.
