Marichikj: Important to improve efficiency of administration
Skopje, 14 October 2022 (MIA) – Deputy PM for European Affairs Bojan Marichikj believes it is not good to focus on cuts in the public administration just for the sake of cuts, but it is more important to improve the efficiency of the administration and to retain good people.   Marichikj told Telma TV on Friday there is a large number of employees in the administration, but also there is not a sufficient number of real, expert and professional personnel in certain places.    “The process of public administration reform goes beyond the mandate of any government and must take place with the political support of all parties, so that minor political points are not collected on the basis of that. That's why it's hard and slow. We are making efforts to raise the standard in the administration, this means a higher salary level, where possible and as much as possible, but also using functional analyzes,” said Marichikj.   In the process of negotiations, Marichikj said the civil sector will be used as well, pointing out that he had already held a meeting with the Government’s Council for Cooperation and civil society organizations, whereat he asked them to propose a model, how to establish cooperation and communication, in what way they can participate.   He added that the Government has already hired a foreign expert, who will help in the development of a mechanism for cooperation between the non-governmental organizations and the government in the negotiations, adding that capacity of the non-governmental organizations will be used by the state during the negotiations.   “Institutions have capacities, but they are not sufficient at some points. All institutions rest on a certain number of employees who do their job and do more than that. We have the capacity to start the process, but in order to maintain dynamism and continuity, we need more and better work, as well as hiring new people who are experts,” Marichikj said.   According to Marichikj, the opposition consciously blocks bills in the Parliament which are drafted with the support of the EC, pointing out that the Law on the Academy for Judges and Public Prosecutors has been discussed with the European Commission for six months and was received as a text approved by them.   The solution to the blockade of the Parliament, the Deputy PM said, is to institutionalize the political dialogue on the issues of the screening and the reform plan.  “If we institutionalize the political dialogue, in the National Council for European Integration which is led by the opposition, creating a format that everything agreed will not be blocked afterwards, then we stand a chance,” said Marichikj. -
