Council for Monitoring Judicial Reforms holds constitutive session
- The Council for Monitoring Judicial Reforms, which has a mandate to monitor the implementation of the 2024-2028 Judicial Sector Development Strategy together with an Action Plan and the 2024-2027 Reform Agenda in the section Fundamental Values/Rule of Law, held its constitutive session on Wednesday, the Ministry of Justice said in a press release.
Skopje, 10 September 2025 (MIA) - The Council for Monitoring Judicial Reforms, which has a mandate to monitor the implementation of the 2024-2028 Judicial Sector Development Strategy together with an Action Plan and the 2024-2027 Reform Agenda in the section Fundamental Values/Rule of Law, held its constitutive session on Wednesday, the Ministry of Justice said in a press release.
Minister of Justice Igor Filkov, who chaired the session, said the establishment of a single Council for Monitoring Judicial Reforms, which brings together the monitoring of the two most important documents, will enable a coordinated, effective and efficient way of monitoring.

"The Council will act upon recommendation from a previous audit report, avoiding the formation of parallel councils composed of representatives from the same bodies which would unnecessarily lead to increased costs, reports with different data, waste of resources and disregard for the principle of economy in the actions of the institutions," said Filkov.
In addition, the Council will enable a coordinated approach to measures and activities undertaken towards the progress of the state, ensure coherence and continuity of reforms in the judiciary and represent a body that will ensure transparency, continuity and accountability in the process of implementing the reforms. It will be tasked with monitoring the implementation of reforms, raising the alarm when institutions fail to achieve the expected results, and providing expert opinions through its members - experts in the judiciary, academia and the civil sector.
Members of the Council include top representatives of the Government, judicial institutions, the civil sector and established experts, said the Ministry of Justice.
