Siljanovska-Davkova: Regulation creates trust and predictability, not just control

Skopje, 4 February 2026 (MIA) – Regulation is not just about control, but about creating a predictable environment where social trust can grow, President Gordana Siljanovska-Davkova said in her address at the Global Government Regulatory and Justice Forum held as part of the World Governments Summit in Dubai.
Speaking on the topic “Legislation as an Enabler of the Rule of Law,” she noted that rather than trusting institutional illusionism and assuming that a perfect law on paper is the final outcome, we should focus on the hard work ahead – building institutions that are alive, adaptable and belong to the people.

As stated in the press release from her office, Siljanovska-Davkova presented the Macedonian case and underscored that 25 years after signing the Stabilisation and Association Agreement with the European Union, the country has been formally and legally harmonizing with the EU, its institutions, rules and regulations, but nevertheless remains one of the longest-waiting candidates for EU membership.
Siljanovska-Davkova said that alignment is not done just for Brussels, but because procedures guarantee equality. “By harmonizing our laws with European standards, we create a system where rules last longer than those in power,” she added, highlighting the difference between the rule of man and the rule of law.
She noted that Macedonian institutions continue to be inclusive and emphasized that the 2024–2044 National Development Strategy helps guide the alignment of policies and laws.
