Siljanovska Davkova says she expects creative solutions from von der Leyen over EU's unanimity rule

Skopje, 15 October 2025 (MIA) - President Gordana Siljanovska Davkova, who is set to meet with European Commission President Ursula von der Leyen on Wednesday, said she expects creative proposals and solutions following von der Leyen's bold statement about challenging or ending the EU's unanimity rule.
In response to a reporter's question on expectations from the meeting, President Siljanovska Davkova said she believes discussions will focus on the Reform Agenda and the Growth Plan, but also possible creative solutions and proposals over EU decision-making in the accession process for new members.
"I believe talks will focus on the Reform Agenda and the Growth Plan, although that is probably more in the sphere of the talks with the Government. Of course, following her bold statement that the shield of unanimity should be challenged or removed, as a necessary step towards moving forward in European integration, I expect to hear creative proposals and solutions, and we are ready for dialogue, we have had informal dialogues. We have proposed and will be proposing solutions, and you will soon find out the content and essence of the dialogue from today's meeting," Siljanovska Davkova said after the opening of Wednesday's event marking October 15 – International White Cane Day, organized by the state secondary school with resource center “Dimitar Vlahov” Skopje.
She added that it is more than clear that ending the unanimity rule can only happen by unanimity, which is clearly not the case at the moment. She noted that the smaller countries, and mostly those from Central and Eastern Europe, are fighting for the veto.
"But here, too, there are different approaches, like the one we heard from the President of Slovakia, who is visiting today as well. Yes, he is one of the supporters of the veto and unanimity rule, but he says never and nowhere if it is not related to the Copenhagen criteria but to attempts to use the status of EU members for 'revision of issues of history, culture and language'," the President said.
She added that today she will reiterate what has been her life's call, given that she also teaches European constitutional law.
"I believe that EU members are obliged to respect their constitutional documents, especially the Lisbon Treaty. It is clear in the Preamble, paragraph six, according to which the EU shall respect the history, culture, language of nations and states, because it is a union of diversity. It shall respect the constitutional structures of states, it says in Article 4, which is very interesting and inspiring. The EU will remain the most inspiring, for us, it still is, the percentage of supporters is high, which is logical, and we have always been part of the EU not only geographically, but also historically, culturally, and there is no logical reason not to be part of it politically. It is no longer a question of enlargement, but a question of security," Siljanovska Davkova pointed out.
During her stay in Skopje, von der Leyen will meet President Gordana Siljanovska Davkova, Prime Minister Hristijan Mickoski and Parliament Speaker Afrim Gashi.
