Parliament passes reform laws in digital transformation

Skoje, 27 June 2025 (MIA) - The Parliament at its session on Friday adopted four digital transformation laws as part of the reform agenda, including the Law on Electronic Communications, the Law on Security of Network and Information Systems, the Law amending the Law on Electronic Documents, Electronic Identification and Trust Services, and the Law on Archival Material and Archival Activities.  

By adopting these laws, in accordance with the Reform and Growth Facility for the Western Balkans, Macedonia gets access to more than EUR 19 million, of which EUR 5.7 million are intended as direct budget support.

Minister of Digital Transformation Stefan Andonovski thanked the Parliament for its support in organizing four public debates on the bills, pointing out that they will speed up the process of digital transformation and align the national legislation with the European legislation.

"We are pioneers in the implementation of the reform agenda. We show top results in what we have set as our task, and we are an example in the wider region of how European directives can be applied in our legislation. Now we are taking the second step, moving towards their full implementation," said Andonovski.

According to the Minister, the Law on Security of Network and Information Systems establishes for the first time in the country a legal framework to regulate cybersecurity and represents an important strategic commitment that carries a clear message of responsibility, maturity and vision in the area of digital security.

The Law on Electronic Communications is a significant step forward towards the digital future, aligning national regulations with the European Electronic Communications Code and Directive 2018/1972, as well as the latest regulation on gigabit infrastructure.

The amendments to the Law on Electronic Documents, Electronic Identification and Trust Services continue digital transformation towards the introduction of a digital wallet.

In addition, he noted, the Law on Archival Material and Archival Activities lays solid foundations for a modern and digitally oriented archive that will enable efficient, transparent and legally compliant management of official documentation and archival material in the country.

MPs on Friday also adopted a law on technical equipment in transport, under the 'EU flag' procedure. The Parliament continued with a debate on the Draft Law on Public Sector Employees, in first reading, which, together with the Draft Law on Administrative Servants and the Draft Law on Professional Development and Training of Administrative Servants, is also part of the reform agenda.
