Parliament backs no-confidence motion against Chief Prosecutor Kocevski 

Skopje, 29 July 2025 (MIA) - Parliament backed Tuesday a motion of no confidence against Chief Prosecutor Ljupcho Kocevski submitted by Levica with 71 votes in favor, and no votes against or abstentions.

Parliament also adopted a conclusion noting that “the allegations in the motion against the work of Chief Prosecutor Ljupcho Kocevski are founded”, requiring that it is delivered to the Government and the Prosecutor.

In the motion submitted by Levica, the party said they are submitting it due to Kocevski’s failure to comply with his constitutional and legal obligations.

“We are basing the motion on the following indications, facts and legally relevant claims: selective criminal investigations into the tragedy in Kochani; logistical influences on the work of the Public Prosecutor’s Office; functional chaos in the Higher Public Prosecutor’s Office in Skopje; failure to act in an official capacity regarding the illegal constructions by the urban mafia in Skopje,” Levica said in the motion submitted to Parliament.

The party added that since the beginning of Kocevski’s term there has been “a dysfunctional and toxic atmosphere at the public prosecutor’s office; slowness in procedures; and external political influences on his work have been observed”.

In a written response to the motion on Friday, Prosecutor Kocevski said he is performing his duties responsibly, with the utmost respect for the principles of transparency and accountability, noting that the motion is not permitted by law and that the institution is being subjected to “unfounded attacks” which he believes are the reason for the low public trust.

Kocevski further claimed that the motion is a political tool, rather than a legally grounded mechanism, which, he said, “enables interference in the independence of the Prosecutor’s Office”.
