Andonovski: Macedonia to fulfill EU 'Roam Like at Home' conditions by December
- At the upcoming Western Balkans Digital Summit 2025 (WBDS25), scheduled for October 1-2 in Skopje, the Western Balkan countries are expected to adopt a joint statement calling on the EU to accelerate the “Roam Like at Home” process and ensure zero internet charges for our citizens in the EU. A month ago, the Union released a roadmap that we, as a country, must fulfill to join this zone, but action is also needed on its part. We will complete our obligations by December 2025, and I expect that next year we will be the first to sign the roaming agreement with zero charges for Macedonian citizens,” Minister of Digital Transformation Stefan Andonovski said Sunday.
Skopje, 21 September 2025 (MIA) - At the upcoming Western Balkans Digital Summit 2025 (WBDS25), scheduled for October 1-2 in Skopje, the Western Balkan countries are expected to adopt a joint statement calling on the EU to accelerate the “Roam Like at Home” process and ensure zero internet charges for our citizens in the EU. We will complete our obligations by December 2025, and I expect that next year we will be the first to sign the roaming agreement with zero charges for Macedonian citizens,” Minister of Digital Transformation Stefan Andonovski said Sunday.
He stated that Macedonia is well ahead in fulfilling the conditions.

“The main task was amending the Electronic Communications Law to meet the EU’s key regulations and directives, which we accomplished this summer. Only a few secondary acts remain to be completed by year-end, and that will satisfy the conditions. We are in an advanced phase, have prepared our Action Plan, and I think we will be first in the region,” Andonovski said at a press conference, answering questions from journalists.
He explained that, in principle, every Western Balkan country is accountable for itself.
“Last time, when the Western Balkans roaming agreements were signed, all countries signed simultaneously. This time, given the EU connection, each country is expected to proceed on its own. The EU’s plan includes all Western Balkan countries. We will discuss this at the upcoming Western Balkans Digital Summit 2025, and I hope to have a clear answer, but our responsibility is to be ready by January,” he added.
