Skopje, 9 November 2022 (MIA) – Justice Minister Nikola Tupancheski said Wednesday the act of sending the Law on Associations and Foundations for an opinion to the Venice Commission is out of preventive reasons regarding the implementation of the provisions passed in the Parliament, in order to avoid any undesired consequences that would lead to a procedure before the European Court of Human Rights (ECHR). Minister Tupancheski told reporters the European practice has shown that the Venice Commission could check a law after its adoption. “The Venice Commission’s opinion is welcome. We cannot predict the outcome. It would be good to use this practice in the future as well, but before adopting the laws, because it is better to react in that stage rather than after the law’s adoption and then getting a possible ruling from the ECHR,” said Tupanchevski. Foreign Minister Bujar Osmani told a press conference with Bulgarian colleague Nikolay Milkov on Tuesday he would recommend that the Government submits the recently adopted Law on Associations and Foundations to the Venice Commission, in order to determine if it contains anything contentious as per Bulgaria’s claims.
