N. Macedonia's and Bulgaria's ministries should notify relevant institutions about hate speech cases 
Skopje, 17 July 2022 (MIA) - The foreign ministries of Bulgaria and North Macedonia will be tasked with identifying and taking measures against hate speech in inscriptions on public buildings and monuments, texts in textbooks and curriculums, as well as in the public space and with notifying relevant institutions to identify such cases together. This is, amongst other things, envisaged in the Protocol, signed Sunday in Sofia by North Macedonia and Bulgaria. The document was presented at a press briefing by Foreign Minister Bujar Osmani upon his return from Sofia. He said it will be published by the end of the day. As regards hate speech, under the Protocol, the countries should take efficient measures to prevent malicious propaganda by institutions and agencies and to discourage activities by private entities aimed at instigating violence or hatred that might harm the countries' relations. Regarding state funding of artistic production, including books, documentaries, magazines and movies, any state-funded entity in both North Macedonia and Bulgaria should pledge by signing an obligatory statement that they will abide by the issue of not accepting any form of hate speech. Any non-compliance will be the basis to terminate state funding to the concrete entity. "No one should support hate speech - neither them toward us nor us toward them," stressed Osmani. Asked whether there will be reactions involving some words such as "fascism", the Minister said it is the duty of the joint commission on historical issues.
