Murtezani at GAC: Rule of law mechanism mirrors our democratic conscience

Skopje, 16 September 2025 (MIA) - Minister of European Affairs Orhan Murtezani stated at the EU General Affairs Council (GAC) meeting in Brussels that North Macedonia’s participation in the rule of law mechanism represents both a strong confirmation of its European perspective and recognition of the country’s progress.

According to Murtezani, the 2025 rule of law report for North Macedonia confirms tangible progress, while also noting ongoing challenges that must be addressed.

“Rule of law serves not merely as a criterion for EU membership but as the cornerstone of trust between institutions and citizens. Reforms in this area are in our shared interest, as stronger institutions and increased confidence in justice foster stability and development across North Macedonia and the wider region,” he said.

He recalled the recent address by the President of the European Commission in Strasbourg, noting that the European Union will not be complete without the Western Balkans and that enlargement is a strategic interest for all of Europe. He added that North Macedonia participates in the Council not as an observer, but as a partner actively contributing to joint efforts to strengthen democracy and the rule of law.

“By strengthening the rule of law at home, North Macedonia is also strengthening the European Union. This process is not only a national priority but a shared investment in the stability, security, and future of all Europe,” Murtezani stated.

According to the Minister, participation in the formal General Affairs Council for a second consecutive year demonstrates that candidate countries are integral to the collective effort to strengthen the rule of law across Europe.

The Ministry of European Affairs reported that the meeting, called by the Danish EU Council Presidency, focused on the rule of law. Discussions centered on the European Commission’s 2025 report and four key areas: the judicial system, anti-corruption framework mechanisms, media freedom and pluralism, and institutional issues related to control mechanisms.

It was the second occasion ministers from candidate countries joined EU member states at a formal GAC meeting under the European rule of law mechanism.
