Ministry of Digital Transformation: Gov’t approves electronic communications and cybersecurity laws

Skopje, 27 May 2025 (MIA) – The Government has approved two key laws shaping the future of the digital society: a new Law on Electronic Communications and the first Law on Security of Network and Information Systems (cybersecurity), as reported by the Ministry of Digital Transformation.
According to the press release, this marks the opening of a new chapter in the country’s digital transformation, laying the foundation for a modern, secure and transparent state.
These two laws are part of the Reform Agenda for digitalization and transparency and are fully aligned with the European Union’s NIS 2 Directive, as well as with the opinion of the Constitutional Court of the Republic of North Macedonia.
The Law on Electronic Communications strengthens user rights and ensures a higher level of personal data protection. It introduces a clear legal framework and transparency in the operations of service providers, enhances competitiveness and regulatory certainty, and defines the competencies of the Agency for Electronic Communications, with a focus on accountability and effective oversight, reads the press release.
The newly adopted Cybersecurity Law lays the foundation for a national model of cyber risk management. It introduces key institutional mechanisms, including a National Cybersecurity Council, a Government Security Operations Centre (SOC) for incident response, and a Cybersecurity Department within the Government. The law provides dedicated support for public sector bodies and operators of critical infrastructure, and requires the hiring of cybersecurity professionals in all institutions of strategic importance.
“With the adoption of the two laws, Macedonia takes a significant step forward in European integration and establishes the digital agenda as a pillar of future development. This is a concrete result of the vision for a digital Macedonia – transparent, secure and innovative,” the Ministry of Digital Transformation stated. It was also noted that the visualization was created with the help of artificial intelligence.
