Minchev: Public administration employees no longer privileged protégés but public servants

Skopje, 2 Jule 2025 (MIA) -- At a press conference to mark his one year in office, Minister of Public Administration Goran Minchev spoke about the achievements of the institution he is at the helm of, which he said had laid a new foundation of public governance. 

 

"Forming the Ministry of Public Administration was not a bureaucratic move," Minchev said. "It was a political message. 

 

"A message that there is no more room for partisan jobs, dysfunctional institutions, secret deals and a refusal to learn," he said.

 

According to him, the public administration cannot be "a protected zone for privileged individuals" any more. Instead, he said, it would be a public service.

 

Listing achievements so far, he pointed to the abolished 'Balancer' ethnic diversity program, which had been abused for years. He said his team had updated the methodology for equitable ethnic representation in the public sector so now the number of governmental workers was calculated "on the basis of the real resident population."

 

He also said four public debates had been held in the past year to discuss professionalism in the public sector. The new public administration laws that were developed as a result, he said, were now in the final stages of parliamentary procedure.

 

"We laid the foundation of this new culture. Macedonia is determined to become a modern European state. This cannot be achieved through old habits but through a new culture of governance," Minchev said. mr/
