Dimitrieska-Kochoska: Preferential VAT rate of 5% for first sale of newly built apartments to remain unchanged

Skopje, 24 November 2025 (MIA) - The preferential VAT rate of five percent for newly built apartments will remain in effect after January 1, said Minister of Finance Gordana Dimitrieska-Kochoska in a TV interview Monday.

“We presented our position a month ago, but it was necessary to conduct additional analyses and market research, not only in Macedonia but also in comparison with other countries. Based on those results, we have proposed that the 5 percent rate should remain. We are also in the process of amending the entire Law on Value Added Tax, where we will propose certain modalities that will apply in the future,” Dimitrieska-Kochoska told TV 24.

The Minister stressed there are currently no conditions for applying a higher rate, especially considering that some citizens have already paid advance funds while buildings are under construction.

Dimitrieska-Kochoska also said the Ministry of Finance is working on comprehensive legal amendments in tax regulation, noting that there will be no change in tax rates.

“We are opening the laws one by one. First, the profit tax and personal income tax, and later the other segments will be covered. The directives will be our priority, based on which we will harmonize the legislative changes. At the moment, there will be no change in tax rates,” Dimitrieska-Kochoska said.
