2025 local elections: Electoral roll public inspection ends Thursday midnight
- The public inspection of the electoral roll for the 2025 local elections ends Thursday at midnight, while two days later, on September 13 at midnight, the deadline expires for submitting candidate lists for mayors and councilors to the Municipal Election Commissions (MECs).
Skopje, 11 September 2025 (MIA) - The public inspection of the electoral roll for the 2025 local elections ends Thursday at midnight, while two days later, on September 13 at midnight, the deadline expires for submitting candidate lists for mayors and councilors to the Municipal Election Commissions (MECs).
Requests to add, correct, or remove data from the electoral roll can be submitted in writing to the SEC’s regional or local office, or by email. Requests for changes to the electoral roll may also be sent by email to upisis@sec.mk , together with the required documents. Forms are available on the SEC website (sec.mk).
By September 9, a total of 5,729 citizens, 3,397 men and 2,332 women, had checked the electoral roll for the 2025 local elections at the regional offices of the State Election Commission (SEC).
According to the SEC’s information to MIA, eight persons requested registration in the electoral roll, 136 requested removal - 134 on account of death and two due to loss of citizenship. In total, 59 persons requested amendments to their data, mainly because of a change of surname or residential address.

The SEC must respond to requests within 24 hours. If a request is denied, citizens have another 24 hours to appeal online to the Administrative Court. Following a lawsuit, the Administrative Court shall decide within 24 hours and promptly deliver its decision to the plaintiff electronically. A final decision on registration, modification, or deletion constitutes an integral part of the electoral roll signed by the SEC.
The SEC will sign the concluded electoral roll, including the excerpts used for voting, by October 3.
Political parties must submit their requests for the roll electronically by September 11.
The SEC shall provide the electoral roll to political parties that submitted a request by the conclusion of the public inspection within three days, no later than September 14.
Political parties shall submit requests for registration, modification, or deletion of data within five days of receipt, no later than September 19.
Upon receipt of a request, the SEC shall issue a decision within three days in accordance with the rulebook on the methodology for full access, modification, and deletion of data in the electoral roll.
A political party may file an appeal with the Administrative Court within 24 hours of receipt of the decision. The Court shall issue a ruling within 24 hours of receipt of the appeal.
The Ministry of Interior is obliged, within one day from the end of the public inspection of the electoral roll, i.e., on September 12, to submit a list of citizens who have filed a request for issuance of a new ID card or passport on any grounds, and had them collected in the period between the day of announcing the elections until the day of completion of the public inspection, as well as the list of persons who have turned 18 by the day of the elections. The SEC enters the data on these persons in the electoral roll ex officio.
The body responsible for the execution of sanctions, no later than 30 days before the day set for the elections, submits data on the persons who are in custody or are serving a prison sentence on the basis of the records kept by this body to the SEC. The data contain a magnetic medium and must contain the unique personal identification number of the citizen. These data are submitted no later than September 18.
The Ministry of Social Policy, Demography, and Youth shall submit data on the persons who have registered to vote in out-of-home care facilities to the State Election Commission no later than 30 days before the day set for the elections, on the basis of their own records and on the basis of the data submitted by the persons in charge in the out-of-home care institutions, no later than September 18.
The basic courts shall deliver to the SEC, no later than September 18, information on individuals whose legal capacity has been fully or partially revoked by a final court decision, where the court has determined the individual lacks the ability to express legally relevant consent in elections, as well as information on individuals subject to pretrial detention.
The SEC concludes the electoral roll in which all changes made from the public inspection have been registered, printed in the form of excerpts, no later than 15 days after the completed public inspection, i.e., no later than September 26. Then, the SEC signs the concluded electoral roll, i.e., the excerpts from the electoral roll, which are voted on no later than 15 days before the day of the elections, i.e., no later than October 3.
The election campaign for the local elections, scheduled for October 19, begins on September 29. Voting will take place in 80 municipalities and the City of Skopje at 3,480 polling stations.
