Skopje, 2 October 2025 (MIA) - The reforms are not a closed process, we are here together with the citizens, said Minister of Public Administration Goran Minchev in his address Thursday at a public discussion on the updated draft Action Plan 2025-2026 of the Public Administration Reform Strategy.
Representatives of the institutions, civil society, international partners, and SIGMA experts participated in the event hosted by the Ministry of Public Administration. The event was also addressed by Bagrat Tunyan, the head of SIGMA in North Macedonia.

In his address, Minister Minchev stressed the revised activities are a result of meaningful changes in the institutional and legislative framework, as well as of the need for real adjustment of reforms to the new government priorities and the recommendations of the 2024 SIGMA Report.
“The public administration is the lifeblood of the country. Our task is to strengthen that heart, give it a new rhythm, a European rhythm, a rhythm that serves the citizens, and not the parties or narrow interests,” Minchev said.
In his address, the Minister stressed the importance of the consultative process with stakeholders, which resulted in the revised Action Plan, stressing that “reform is not a closed process, it is open, directly related to the citizens, institutions, civil society, and international partners”.
The purpose of the public debate was to present and discuss with stakeholders the draft updated Action Plan for Public Administration Reform, which reflects the new priorities from the 2024–2028 government program, as well as key findings from the reports on the implementation of the strategy and the European integration process.

“Our vision is clear: strong, professional, and European administration which won’t be a burden, but a driver of development,” Minchev said in his address.
The public debate represents the final step before the formal adoption of the updated Action Plan, which will serve as the foundation for further advancement of the public administration in service of the citizens and in accordance with European standards, the Ministry of Public Administration said.
