Minchev – Rokas: Strengthening merit system and institutional responsibility

Skopje, 23 February 2026 (MIA) - Ongoing reform processes in public administration and their harmonization with European standards and good governance principles were discussed at a meeting Monday between Minister of Public Administration Goran Minchev and the European Union’s Ambassador in the country, Michalis Rokas.
In a press release, the Ministry of Public Administration said talks assessed several systemic laws of key importance for the functioning of the public administration: the Law on Senior Managers of State Administration Bodies and Funds, with reference to the opinions and recommendations provided by SIGMA; the Law on Administrative Officers and the Law on Public Sector Employees; the Law on the Organization and Operation of State Administration Bodies; as well as the Law on the Government.

The Minister and Ambassador exchanged views over the need for a clear, predictable, and sustainable framework that will ensure professionalization, stability, and institutional responsibility.
A special emphasis at the meeting was placed on strengthening the merit system, the transparency and accountability of the institutions, as well as the importance of expert support in the process of creating quality legislation.

Minister Minchev highlighted a commitment to continued and constructive dialogue with the European Union aimed at deepening reforms.
“We remain consistent in our commitment to the creation of a professional and efficient administration, completely non-partisan and based on clear rules, expertise, and responsibility. The support and expertise of the European Union represent a significant step toward the creation of solutions that will ensure long-term sustainability and increased trust in the institutions,” Minchev stressed.
