Finance Ministry: Changes to tax law will not affect payment of VAT when receiving Temu packages 

Skopje, 20 November 2025 (MIA) - The Ministry of Finance said Thursday the amendments to the Law on Value Added Tax will not affect the way citizens receive their packages from abroad, including those ordered from Temu.

“The packages that citizens order from Temu already have VAT included in the product price. The same practice will continue after the changes to the legislation – VAT will remain included in the product price, as before. This means that citizens will not pay anything extra upon receiving the package, nor will there be a new payment obligation,” the Ministry stressed in a press release.

The Ministry further clarified that the VAT included in the price is paid to the state by the relevant courier or postal service with which the platform has an agreement.

On Tuesday, Parliament adopted amendments to the Law on Value Added Tax to eliminate the VAT exemption for international shipments worth EUR 22 or less. The Ministry said the goal of the amendments is to strengthen the domestic economy, support local businesses, and create new jobs.

“This amendment represents a significant step in the protection and development of our domestic economy, especially in conditions of intensive globalization and growth of digital trade, and it will contribute to a reduction of the informal economy. The previous system allowed for possible abuses – the importing of VAT-exempted goods which were then sold on the domestic market. The new legislation prevents this practice and secures a fair and controlled market environment,” the Ministry of Finance said in the press release.
