Siljanovska Davkova: Problematic when people believe obstacles can be overcome by constitutional changes

Skopje, 15 May 2025 (MIA) - Others have faced obstacles and overcame them but when you constantly face obstacles and people believe they can be overcome by constitutional changes, then this is problematic. As before, I only quote the fundamental values and principles of EU's founding documents while asking if they are valid in our case, says President Gordana Siljanovska Davkova.

President Siljanovska Davkova told Telma there is a justified fear in the country whether the constitutional amendments will be the last ones "or we will face yet another and then another demand".

"Because when you have commissions of such type, comprised of politicized historians, one can find a lot of issues that cannot be agreed and can be a source of a new veto," says Siljanovska Davkova.

On today's meeting with European Council President Antonio Costa, President Siljanovska Davkova said she elaborated the country's proposal for constitutional changes with delayed effect.

"He said it is well-designed but Bulgaria does not accept it. It cannot pass due to the consensus, although many countries understand it. I believe that Mr. Costa and his team, other members as well, especially those from the Visegrad Group, will continue to seek for mechanisms, and I urge them to find creative solutions in order to end our marathon. We did not write the 'sad story', someone else did," she says.

Regarding the inclusion of the Bulgarians in the Constitution, the President says the Preamble is not a phone book, noting that Slovenia does not list all ethnicities but has 'others' instead.

What is important, adds Siljanovska Davkova, is not whether minorities are listed in the Preamble but that an article guaranteeing everyone's rights is included in the normative text.

"There is not a single word in the Bulgarian constitution about guaranteeing minority rights," notes Siljanovska Davkova.
