President says won’t propose new Judicial Council member until new law adopted 

Skopje, 8 July 2025 (MIA) - President Gordana Siljanovska-Davkova told journalists Tuesday she has not yet proposed a successor to Judicial Council member Miljazim Mustafa, whose term expires Wednesday, because of what she described as “the bad Law on Judicial Council, with inappropriate election criteria”. She said she would wait for Parliament to adopt the new Law on Judicial Council before she proposes a member.

“I have criticized the work of the current Judicial Council, one of the reasons for this and for the judiciary is the bad law on Judicial Council with inappropriate election criteria that enable the politicization and partisation of the Judicial Council. I am not only referring to the two members which, according to the Constitution, are proposed by me, but also to those proposed by Parliament, and those elected by the judges themselves,” Siljanovska-Davkova said.

She said the Council’s work would not be obstructed by the lack of one member.

“It has been suggested to me, and I think this is fine, that I should wait for the adoption of the law. The Minister said this would advance fast. The provisions in the new law are much stricter, more precise and clearer... The Council’s work without one member will not obstruct its decision-making, since, as you know, decisions require the votes of eight members out of 15,” Siljanovska-Davkova stressed.

The President said she would inform the Speaker of Parliament of her decision in a letter later today.

Judicial Council member Miljazim Mustafa was elected as a member of the Judicial Council by Parliament on July 9, 2019, upon the proposal of former President Stevo Pendarovski.
