Improving social services through EU-funded project

Skopje, 26 May 2025 (MIA) - The system of ensuring quality social services is not only an administrative instrument but a mechanism to build trust between the state and the citizen, so that every individual - a child, an adult, a person with disability, a family in crisis - receives timely, professional, accessible and decent support, said Minister of Social Policy, Demography and Youth Fatmir Limani at the launch event of project "Support of Quality Assurance System for Social Services in North Macedonia".
The EU-funded project aims to support the building of a functional, transparent and effective system of social services available for all citizens, especially for vulnerable groups.
Over the next two years, the project will be implemented nationwide, including activities focused on strengthening of institutions, development of standards and indicators, new licensing methodologies and training for professionals.

Minister Limani said the project includes the development of standardized methodologies for quality monitoring and evaluation, self-evaluation tools for service providers, enhancement of the professional capacities of social workers, educators, coordinators and all stakeholders in the support chain, as well as active involvement of beneficiaries as partners in the assessment process.
"This is a process that changes the culture of the system from a reactive to a proactive one. This means that we will not wait for the problems to emerge in order to respond, but on the contrary, we will build services that anticipate the change, prevent marginalization and enable equal opportunities for all," noted Limani.
European Union Ambassador Michalis Rokas said the project was designed to bring about real change in the society, especially for persons in need, while adding that the long-term reform requires investments in the professional development of the staff and interagency cooperation, increased coordination among institutions, the government agencies and the NGOs.

"Persons using these services must have a say, so that we create a more inclusive, just and resilient society. We are all aware that social support is the foundation of the EU. This is not just another technical project or policy. It is about the people and their dignity, equality and inclusion. The project reflects our joint commitment to provide support to those facing serious problems due to illness, poverty or other aspects. We want to reach the persons in need of social services efficiently, adapt to their needs, and be sure that no one is rejected and that everyone gets the support irrespective of their place of residence," said Rokas.
