Equitable ethnic representation bill to be forwarded to Venice Commission

Skopje, 24 June 2025 (MIA) - The government at its session on Tuesday will discuss the law on equitable representation, which will then be forwarded to the Venice Commission, and only then will it enter parliamentary procedure.

Minister of Public Administration Goran Minchev said on Tuesday that the draft law has been prepared by a group of constitutional experts. Equitable representation will be regulated by bylaws after receiving the opinion of the Venice Commission. 

"This law on equitable representation, which I must say is a constitutional category arising from the Ohrid Framework Agreement, was prepared by a group of experts in the Government. The law will be discussed at a government session today and will be forwarded to the Venice Commission. What is important about this law is that employment will be based on competence, quality and professionalism. The Balancer tool has been abolished by the Constitutional Court, and therefore the motive was to have a group of constitutional experts prepare this law. The model for equitable representation will be regulated by bylaws, but only after possible previous remarks from the Venice Commission," said Minchev.
