Criminal Court approves indictment against owner of security agency guarding ‘Pulse’ nightclub

Skopje, 17 October 2025 (MIA) – The Skopje-based Criminal Court said Friday it has fully approved the indictment against Aleksandar Nacev, the owner of the “Rubicon” security agency tasked with securing the “Pulse” nightclub in Kochani where a deadly fire claimed the lives of over 60 people and left more than 200 injured.

Nacev is accused of having committed severe crimes against general safety due to serious shortcomings in the organization and implementation of security measures in the building.

The Court said the case has been delegated to judge Biljana Smakjovska.

According to the indictment, Nacev is charged with having a significant contribution to the tragedy, as he, together with other already indicted and unidentified individuals, failed to act in line with regulations and technical safety rules, causing considerable danger to human life, as well as to property.

On the day of the fire, three licensed and one unlicensed employee of the agency were assigned to secure the facility, without a prior safety assessment, without checking security conditions, exits, or evacuation options. The venue was overcrowded, and no security plan had been prepared or submitted for an event with many attendees.

Additionally, the agency employees did not verify the identity and age of visitors, allowing minors to enter after midnight. No body checks were conducted at the entrance, which failed to prevent the entry of pyrotechnic devices – the direct cause of the fire.

The investigation revealed that Nacev gave direct instructions to the security personnel on the night of the fire. Following the tragedy, he established a new security agency in Strumica, which the prosecution considers an attempt to continue his operations while formally concealing himself behind another individual who is managing the agency.

The Court previously approved a separate indictment against 34 people and three legal entities in relation to the fire. The trial is scheduled to begin on November 19.
