Ukraine reconstruction plan close to completion, von der Leyen says

Brussels, 23 January 2026 (dpa/MIA) - A multi-billion-dollar reconstruction plan for Ukraine is close to completion, European Commission President Ursula von der Leyen said early on Friday.

Speaking after an EU summit in Brussels, von der Leyen said the European Union, the United States and Ukraine were "close to an agreement... on one single, unified prosperity framework," which outlines how Ukraine's prosperity could be boosted immediately after a ceasefire or peace deal.

"We are talking about a single document representing the collective vision of the Ukrainians, the Americans and Europe for Ukraine's post-war future," von der Leyen said. "It draws ... on the needs assessment work of the World Bank and it proposes a response that is built around five different pillars."

The plan focuses on raising productivity through business-friendly reforms and stronger market competition, while accelerating Ukraine's integration into the EU single market, von der Leyen said. She did not provide details on possible financial pledges.

Hungarian Prime Minister Viktor Orbán said Ukraine was pushing for a commitment of $800 billion to be made available in the first 10 years following a ceasefire.

According to information obtained by dpa, it remains disputed whether the plan would also offer Ukraine a concrete EU membership perspective. Ukrainian President Volodymyr Zelensky is pressing for his country to be admitted as early as next year, according to people familiar with the talks.

The prosperity and growth plan is set to become part of US President Donald Trump's peace initiative and is intended to make it easier for Ukraine, together with Western security guarantees, to make concessions to Russia that are likely going to be necessary for a ceasefire.

Russian and Ukrainian negotiators are due to meet directly for the first time in a long while later on Friday. The US plans to take part in the talks in Abu Dhabi as a mediator.
