No more lifelong and untouchable positions, says public administration minister

Skopje, 21 January 2026 (MIA) – There will no longer be any lifelong and untouchable positions, management boards are reduced to three members, while the status of an acting position becomes an exception strictly limited in time and by law, said Minister of Public Administration Goran Minchev presenting on Wednesday the draft law on senior managers of state administration bodies and funds.

At a public debate on the draft law, Minchev said for the first time it is establishing a single and coherent framework for regulating the highest state management posts – who leads the institutions, how, and under what conditions.

“For the first time a single, clear, and systemic framework is being established for the appointment, mandate, accountability, and dismissal of the highest executive positions in the administration. We are introducing clearer and unified criteria for the selection of directors, state secretaries, and members of collegial bodies of the state administration, as well as for members of management boards, for which until almost no rules existed,” Minchev underscored.

According to the Minister, with the law, the merit principle is becoming the rule rather than the exception.

The draft law establishes a transparent procedure for senior management appointments, while also regulating their terms and limiting appointments. “The position is no longer a title, but a responsibility. Managers will have a clear obligation to deliver results,” Minchev stressed.
