Minchev: Law on organization and operation of state administration a crucial link in public administration reform

The meeting focused on the working process and the dynamic of the drafting of the law on organization and operation of the state administration.
Skopje, 17 September 2025 (MIA) - Minister of Public Administration Goran Minchev met Wednesday with representatives of the SIGMA Programme – a joint initiative of the OECD and the European Union supporting public administration reform. The meeting focused on the working process and the dynamic of the drafting of the law on organization and operation of the state administration.
The Minister said the new law would be a crucial link in the overall reform of the public administration with the goal of establishing a more efficient, responsible, and helpful administration.
“Our goal is to establish a modern and functional administration that serves the citizens, and not itself. The law on organization and operation of the state administration is expected to provide a clear structure, rationalization of the processes, and greater transparency in decision-making,” Minchev said
The Minister stressed that reforms aren’t just a legal obligation of the country within the EU integration process, but also a political responsibility before the citizens.
“With these changes we are showing that Macedonia is walking down the European path – building strong institutions, reducing bureaucracy, and increasing the citizens’ trust in the system,” the Minister stressed.

The SIGMA representatives welcomed the Ministry’s commitment and assessed the adoption of several laws related to the public administration as a meaningful step forward.
In a press release after the meeting, the Ministry said it would continue to actively cooperate with international partners, as well as domestic institutions and the public, to provide legal solutions that will bring real benefits to the citizens and encourage the development of a modern public administration in line with European standards.
