Minchev in Rome: Goal is to build an efficient, professional and European public administration

Addressing a panel on public administration reform and European integration, he presented the Government's main priorities: a professional, efficient and transparent administration as a service to citizens and upholder of European values.
Skopje, 19 November 2025 (MIA) - Minister of Public Administration Goran Minchev participated in an international conference "Partnership for Reform: Ministerial Dialogue Western Balkans - Italy" in Rome. Addressing a panel on public administration reform and European integration, he presented the Government's main priorities: a professional, efficient and transparent administration as a service to citizens and upholder of European values.

Hosted by Italy's Ministry of Public Administration, the Italian National School of Administration (SNA) and the Ragional School of Public Administration (ReSPA), the event brought together ministers from the region, top officials from European institutions, as well as experts in the area of public administration.
Italian Minister for Public Administration Paolo Zangrillo, SNA president Paola Severino and ReSPA director Maja Handjiska Trendafilova addressed the conference, the Ministry of Public Administration said in a press release.
Minister Minchev in his address presented the Government's main priorities in the area of public administration, highlighting the country's strategic direction in the European integration process.
"Our goal is to build an efficient, professional and transparent administration that will be a true service to citizens and upholder of European values," Minchev pointed out.

The Minister also mentioned the new legal framework for the public service, noting that the three new systemic laws lay the foundations for a modern and European model of human resource management.
"The new laws enable the establishment of a merit system based on professionalism, competencies and integrity. Our goal is an administration that will work according to rules, not exceptions," said Minchev.
He added that particular emphasis was placed on the process of establishing the Law on Senior Management Service.
"With this law, we have created a basis for professional management staff selected based on merit, not political affiliation. This is crucial for stable and continuous functioning of the institutions," he noted.
As regards regional cooperation, the Minister pointed out that reform processes cannot be implemented in isolation, and the exchange of experiences through ReSPA initiatives represents a significant incentive in promoting administrative standards in the region.
Minister Minchev stressed that public administration should be a driving force for change, noting that professionalism and digitalization are the key mechanisms that strengthen trust and encourage European progress. He said that the Ministry will continue to proactively implement reforms that increase the efficiency, transparency and accountability of institutions, with the sole goal of an administration that truly serves the citizens and leads the country forward towards the European Union.
