Higher Public Prosecutor’s Office overturns decision to halt mazut procurement investigation

Skopje, 31 August 2026 (MIA) - The Higher Public Prosecutor’s Office in Skopje has annulled a decision to halt the investigation into the procurement of mazut for the Negotino thermal power plant and instructed the Basic Public Prosecutor’s Office for Prosecuting Organized Crime and Corruption to resume work on the case.

In a press release Monday, the Prosecutor’s Office said a public prosecutor upheld the appeal filed by Power Plants of North Macedonia (ESM) against the decision to suspend the investigation.

As a result, the Basic Public Prosecutor’s Office for Prosecuting Organized Crime and Corruption has been instructed to continue working on the case, and the competent prosecutor has been provided with additional guidelines for further action.

A total of 13 individuals and one legal entity are involved in the investigation concerning suspected abuse of public call procedures and money laundering in connection with the procurement of mazut for the Negotino thermal power plant.

In the reasoning behind the decision, the Higher Public Prosecutor’s Office noted flaws in the expert reports upon which the decision to halt the investigation had been based.

The Higher Public Prosecutor's Office has instructed the Basic Public Prosecutor’s Office for Prosecuting Organized Crime and Corruption to gather and analyze additional data from multiple institutions, as well as to order new expert reports to fully establish all circumstances surrounding the case and any potential criminal liability.
